Traffic modeling showed the best way to solve the problem was to provide a transportation corridor around the north edge of the city. The first phase of implementing this solution was the completion of safety improvements along Red Hills Parkway in 2004. The second phase, nearing completion, will expand the Parkway to four through lanes with turning lanes as required to increase capacity between Bluff Street and Industrial Road.
A transportation corridor north of downtown St. George was needed to improve east - west mobility and to provide a convenient alternative to St. George Boulevard which connects the major commercial/retail areas on the east and west sides of the city.
